Now I probably need to explain why I am writing about this with such sarcasm…
As stated on the official page, this algorithm searches for duplicate content in VK communities. In other words, it analyzes posts in different communities, finds identical ones and sends them for manual moderation. The original or primary source will be considered the post published earlier in time. Moreover, now any user can complain about a post if he has already seen it in another community.

And it seems that everything is fine. Vkontakte will be cleaned of copypasta. Groups will not steal content from each other. Unscrupulous publics will fall off. Authors who write posts themselves can now sleep peacefully.
BUT. The key idea that you need to understand is that the search for duplicates will be conducted within the social network! And when complaining, the user must indicate only the internal link to the original.
